The County Engineer has <br /> completed his initial review of the revised EIA and his <br /> comments are contained in the January 3 memo to Bell. <br /> His basic conclusion is that NCDOT has met the letter <br /> of the law and that short of getting " . . . the watershed <br /> classified as a higher quality water supply. . .it will <br /> be difficult to invoke any regulatory requirement for <br /> NCDOT to provide any additional environmental study or <br /> impact mitigation. ” <br /> The Planning Board heard a presentation on the <br /> interchanges from Paul Thames, County Engineer, on <br /> January 9, 1990. They voted unanimously that a higher <br /> water quality classification be pursued for Seven Mile <br /> Creek and the Upper Eno Watershed and that NCDOT be <br /> requested to implement appropriate best management <br /> practices (BMPs) to control runoff from 1-85 into Seven <br /> Mile Creek. <br /> RECOMMENDATION: The Administration recommends endorsement of the <br /> Planning Board and TAS recommendations and inclusion of <br /> same in the County response to NCDOT. <br /> DK7:3-5FONSI .DOC <br /> Jii <br />
