PAGE 7 <br /> County. <br /> Norma White explained that phase I of this project would consist of replacing <br /> the sidewalks that are damaged. Phase II, the sidewalks will be constructed and at the end <br /> of that phase, large trees will be planted. Phase III will include continuing the sidewalk <br /> construction and the foundation plants presently around the Courthouse will be removed and <br /> not replaced. Small trees will be planted. The final phase will be the renovation of the <br /> lawn and planting a small amount of ground cover. <br /> Wilbert McAdoo explained that the sidewalk will be constructed of flagstone <br /> with a concrete base which will cost $26,000. <br /> The Board agreed to appropriate $125,000 for the courthouse landscaping in the <br /> 1990-95 Capital Improvement Plan. Funds will be solicited for the amenities including 12 <br /> benches, 9 street lights and 5 trash cans. <br /> Motion was made by Commissioner Halkiotis, seconded by Commissioner Marshall <br /> to approve the landscape plans and timetable for the Old Courthouse Square as presented <br /> with the removal of the four trees by Duke Power. <br /> VOTE: UNANIMOUS <br /> D. PERSONNEL ORDINANCE REVISIONS <br /> The Board heard a recommendation to revise several sections of the Orange <br /> County Personnel Ordinance. The revisions reflect the County's sensitivity to work and <br /> family issues which face County Employees. These are listed in the agenda abstract. <br /> Commissioner Marshall questioned Article I, Section 4.16 definition of <br /> immediate family. She stated that boyfriend, girlfriend could be a very close relationship <br /> or someone they just met the day before. Commissioners Hartwell and Halkiotis agreed that <br /> the language is not adequate. Ms. Turner will review this section and reword this for the <br /> Board's consideration. <br /> Motion was made by Commissioner Marshall, seconded by Commissioner Hartwell to <br /> approve the revisions as presented except Article I, Section 4.16. <br /> VOTE: UNANIMOUS <br /> E. NCDOT REVISED ENVIRONMENTAL IMPACT ASSESSMENT FOR I-85 WIDENING AND EFLAND <br /> INTERCHANGE IMPROVEMENTS <br /> Planner Gene Bell stated that on October 2, 1989, NCDOT presented to the <br /> County Commissioners revised plans for the Efland interchanges. After several meetings <br /> between the Transportation Advisory Subcommittee and DOT and an analysis of the <br /> Environmental Impact Assessment for that interchange by the County Engineer, the Planning <br /> Board voted to recommend that a higher water quality classification be pursued for Seven <br /> Mile Creek and the Upper Eno Watershed. The Planning Board voted unanimously that a higher <br /> water quality <br /> water classification be pursued for Seven Mile Creek and the Upper Eno Watershed and that <br /> DOT requested to implement appropriate best management practices to control runoff from I- <br /> 85 into Seven Mile Creek. <br /> Motion was made by Commissioner Marshall, seconded by Commissioner Halkiotis to <br /> endorse the TAS and Planning Board recommendations and include these and the resolution <br /> stated below in a letter to NCDOT. <br /> VOTE: UNANIMOUS <br /> RESOLUTION <br /> WHEREAS, the North Carolina Department of Transportation has responded to existing and <br /> projected traffic volumes on Interstate Highway 85 west of Hillsborough by proposing <br /> planned improvements; and <br />
