2
Article III, 4 .6 In order to insure the efficient operation of County
government, many critical positions must remain
filled at all times. Due to the competitive
employment market in the RTP area, it is often
impossible to fill these positions with qualified
applicants on a temporary/time-limited basis. This
revision will allow management the flexibility of
granting leave requests for such key personnel, whip
at the same time meeting needs of the organization.
Article IV, 6. 1 Sick leave policy amended to allow employees to use
sick leave when taking immediate family members to
the doctor. For example, under the current policy
the employee must use vacation leave to take a sick
child to the doctor.
Article IV, 7 .2 Currently Orange County retirees may choose to make
County-provided health insurance their primary
coverage even after becoming eligible for Medicare.
The recommended change specifies that once an
employee becomes eligible for Medicare then Medicare
becomes the primary insurer and the County becomes
the secondary insurer. This change, is consistent
with cost-effective benefits management practices in
North Carolina. In addition, retiree eligibility
has been clarified to read that retirees will only b;
eligible for County health insurance coverage if
Orange County was the last employer they worked for
which offered major medical coverage.
Article IV, 7 . 3 To include in the Ordinance a brief outline of the
Consolidated Omnibus Budget Reconciliation Act
(COBRA) which allows health care coverage to persons
who would otherwise loose coverage under a health
care plan due to specific events.
Article IV, 14 .0 To change the term "paternity leave" to "family
leave" and to expand use of this leave to include th,
days immediately following the receipt of a child
into the home following an adoption. Presently, thi •
benefit may be discriminatory in that it is conferrer'
only upon male employees.
Article VII To replace the current performance evaluation
section to reflect changes implemented with the
new Work Planning and Performance Review System.
RECOMMENDATION: To approve the revisions to the Personnel Ordinance..
