2 <br /> Article III, 4 .6 In order to insure the efficient operation of County <br /> government, many critical positions must remain <br /> filled at all times. Due to the competitive <br /> employment market in the RTP area, it is often <br /> impossible to fill these positions with qualified <br /> applicants on a temporary/time-limited basis. This <br /> revision will allow management the flexibility of <br /> granting leave requests for such key personnel, whip <br /> at the same time meeting needs of the organization. <br /> Article IV, 6. 1 Sick leave policy amended to allow employees to use <br /> sick leave when taking immediate family members to <br /> the doctor. For example, under the current policy <br /> the employee must use vacation leave to take a sick <br /> child to the doctor. <br /> Article IV, 7 .2 Currently Orange County retirees may choose to make <br /> County-provided health insurance their primary <br /> coverage even after becoming eligible for Medicare. <br /> The recommended change specifies that once an <br /> employee becomes eligible for Medicare then Medicare <br /> becomes the primary insurer and the County becomes <br /> the secondary insurer. This change, is consistent <br /> with cost-effective benefits management practices in <br /> North Carolina. In addition, retiree eligibility <br /> has been clarified to read that retirees will only b; <br /> eligible for County health insurance coverage if <br /> Orange County was the last employer they worked for <br /> which offered major medical coverage. <br /> Article IV, 7 . 3 To include in the Ordinance a brief outline of the <br /> Consolidated Omnibus Budget Reconciliation Act <br /> (COBRA) which allows health care coverage to persons <br /> who would otherwise loose coverage under a health <br /> care plan due to specific events. <br /> Article IV, 14 .0 To change the term "paternity leave" to "family <br /> leave" and to expand use of this leave to include th, <br /> days immediately following the receipt of a child <br /> into the home following an adoption. Presently, thi • <br /> benefit may be discriminatory in that it is conferrer' <br /> only upon male employees. <br /> Article VII To replace the current performance evaluation <br /> section to reflect changes implemented with the <br /> new Work Planning and Performance Review System. <br /> RECOMMENDATION: To approve the revisions to the Personnel Ordinance.. <br />
