PAGE 5 <br /> RESOLUTION IN SUPPORT OF TOLL FREE CALLING <br /> WHEREAS the Orange County Board of Commissioners represents all of the citizens of Orange <br /> County, and <br /> WHEREAS the citizens of Orange County have suffered with a network for telephone service <br /> which divides and isolates Orange County socially and economically because the telephone <br /> districts are so small and the toll-free calling opportunities are so limited, and <br /> WHEREAS the six small telephone districts have resulted in Orange County citizens and <br /> businesses having to pay long distance rates to call locations which are only a very short <br /> distance away, and <br /> WHEREAS normal phone calls to county government, County Commissioners, schools, medical <br /> facilities, friends and family are too often long distance calls in Orange County, <br /> resulting in the highest intra-Triangle long distance toll charges in the Triangle area, <br /> and <br /> WHEREAS long distance toll charges for calls within Triangle exchanges average $14.71 per <br /> month in Hillsborough, $9.18 in Mebane and $10.48 in Chapel Hill, as compared to $5.92 in <br /> Durham, $2.46 in Raleigh and $2.11 in Fuquay Varina, and <br /> WHEREAS the Board of County Commissioners deems it inappropriate for Orange County <br /> residents to continue to pay the unreasonable long distance toll charges for calls within <br /> the Triangle area, and <br /> WHEREAS Orange County and its citizens have been seeking relief for its citizens from this <br /> situation from the North Carolina Utilities Commission since 1971, and <br /> WHEREAS the current experimental plans are not fully addressing the problem, <br /> NOW THEREFORE, BE IT RESOLVED THAT THE ORANGE COUNTY BOARD OF COMMISSIONERS vigorously <br /> supports the toll-free calling plan presented to the North Carolina Utilities Commission by <br /> the Triangle J Council of Governments. <br /> VOTE: UNANIMOUS <br /> Motion was made by Commissioner Willhoit, seconded by Commissioner Marshall to <br /> write a letter to the County's legislators in Raleigh asking for their support of toll free <br /> calling and to give them a progress report on the County's efforts and include a copy of <br /> the resolution approved above. <br /> VOTE: UNANIMOUS <br /> IX. REPORTS <br /> A. EQUAL EMPLOYMENT OPPORTUNITYY REPORT <br /> This item was presented as information. Addie Turner stated that the Board <br /> would be updated annually on the status of Equal Employment Opportunity in Orange County <br /> With the use of overheads, Ms. Turner gave an overview of the report. Since a lot of the <br /> minorities are at the lower end of the salary scale, special emphasis will be placed on <br /> moving these employees up to the professional level. <br /> Commissioner Willhoit asked that he be provided with historical data comparing <br /> todays figures with those in the past for purposes of measuring the progress made. Ms. <br />
