7 <br /> PRIVATE ROAD JUSTIFICATION <br /> FOR <br /> SOUTHERN WINDS SUBDIVISION <br /> Tax Map #4. 1B.26 , 26D, 26E, 26F <br /> The following justification for a private road in Southern <br /> Winds Subdivision follows the five points on pages 30 , 30a, and <br /> 31 of the April 4 , 1988 revisions to the Subdivision Regulations <br /> for Orange County , North Carolina. The five points discuss <br /> design features to be considered in decisions to allow private <br /> roads. <br /> General Statement <br /> The existing private road will serve 10 lots in the subdi- <br /> vision (3 lots in Phase I) averaging 5.0 acres each (Phase II) . <br /> The road is approximately 5200 feet long, ending in a cul-de-sac. <br /> It will be improved to class A standards. Restrictive subdivi- <br /> sion covenants will preclude further subdivision. A perpetual <br /> maintenance agreement will assign maintenance responsibilities to <br /> existing and proposed subdivision lot owners. <br /> 1. Road Preserves Rural Character <br /> Southern Winds lies on 50 acres of large hardwoods in a <br /> general area of low housing density and agricultural <br /> use. <br /> a. The average lot size is 5 acres with setbacks larger <br /> than what the Orange County subdivision regulations <br /> requires. <br /> b. Minimal amount of clearing will be done to each lot <br /> to maintain as much of the existing hardwoods as <br /> possible. <br />
