2 , <br /> The Concept Plan for Southern Winds was approved by <br /> the Planning Board on November 20, 1989 with one <br /> condition: <br /> 1 . Review and approval of restrictive covenants <br /> which prohibit further subdivision and provide <br /> for tree protection. <br /> All agency comments received are attached. The Orange <br /> County Health Department has located a suitable area <br /> on each lot for a septic tank and drain field. <br /> The North Carolina Department of Transportation has <br /> approved the preliminary plan. <br /> The Orange County Erosion Control Officer has <br /> indicated the subdivision meets the stormwater <br /> management requirements. <br /> In their February 19 meeting, the Planning Board <br /> recommended approval of the attached Resolution of <br /> Approval deleting item B4 . The Planning Board <br /> indicated that the extended right-of-way, as <br /> recommended by Staff, was not needed. <br /> RECOMMENDATION: The Administration recommends approval per the <br /> Planning Board recommendation. <br />
