The total acreage <br /> of the tract is 30 acres and the average lot size <br /> proposed is five acres. The property is zoned <br /> Agricultural Residential with part of lots 4A and <br /> 4B being PW-II . The Land Use Plan designation is <br /> Agricultural Residential and partial PW-II . <br /> There are six (6) lots proposed ranging in size <br /> from three to seven acres . The developer <br /> proposed a "Class A" private road to serve all <br /> the lots in the subdivision. This road would be <br /> 5200 feet in length from NC 86 . <br /> In discussions with the applicant during the <br /> concept plan, the Planning Staff recommended that <br /> access be obtained from Phelps Road (SR 1551) <br /> which is approximately 700 feet from the <br /> the <br /> northeast corner of the property. However, <br /> applicant indicated they had tried and could not <br /> obtain this access. <br /> The Planning Staff also recommended a stub-out be <br /> provided to the northern property line. This <br /> would allow for future access from Phelps Road if <br /> it becomes available. <br /> The Concept Plan for Southern Winds was approved <br /> by the Planning Board on November 20, 1989 with <br /> one condition: <br /> 1. Review and approval of restrictive covenants <br /> which prohibit further subdivision and <br /> provide for tree protection. <br /> The Orange County Health Department astlocated a <br /> e <br /> suitable area on each lot a septic <br /> drain field. <br /> The North Carolina Department of Transportation <br /> has approved the preliminary plan. <br /> The Orange County Erosion Control Officer has <br /> indicated the subdivision meets the stormwater <br /> management requirements. <br />
