II <br /> The Personnel Department is responsible for setting <br /> measurable job criteria , screening applications, and <br /> structuring interviews and interviewing techniques. <br /> 3. Job Structuring and Upward Mobility <br /> il 1. Position Classification <br /> The Orange County Classification and Pay system will be <br /> revised in 1990 . This information will be used for hiring <br /> II and promotion decisions. The classification system will be <br /> continually updated. <br /> II2. Wage and Salary Structures <br /> All salary and wage decisions are made without regard to <br /> age, sex , race, handicap, national origin , or religion. <br /> 3 . Promotion <br /> 11 Positions are posted internally for one week. If a <br /> position is not filled by internal promotion, then is <br /> posted for external recruitment. All applicants <br /> I considered based on the minimum requirement of the vacant <br /> position. <br /> I4. Training <br /> The Employee Development Manager has responsibility for <br /> I coordinating and developing appropriate in-house training <br /> programs for Orange County personnel . The employee' s <br /> supervisor has responsibility for determining which employees . <br /> will get additional training ( internal and external ) , and <br /> Iwhat resources will be used to provide that training. <br /> 5. Employee Benefits <br /> I The type and extent of benefits are d <br /> and are no way <br /> etemi by <br /> employment status and length of employment, <br /> 0 related to race, sex, age, religion, handicap, or national <br /> origin. <br /> 6. Problem Resolution . <br /> Employees have the opportunity to meet informally and <br /> confidentially to discuss personal or work-related problems <br /> 1 with their supervisor without regard to formal grievance <br /> procedures. <br /> If the problem is not resolved, the employee may use the <br /> Orange County Grievance Procedure. A copy of the Grievance <br /> Procedure is provided to each supervisor and is made <br /> available, upon request, to employees. <br /> 8 <br />, ; , <br />
