37 <br /> MOTION: Jacobs recommended that the County pursue higher <br /> water quality classification for Seven Mile Creek <br /> and the Upper Eno Watershed and request that <br /> NCDOT install holding ponds and appropriate <br /> related mechanisms to control runoff from 1-85 <br /> into Seven Mile Creek. City of Mebane 1989 - 2010 Development Plan <br /> Presentation by Collins . <br /> (A copy of the plan is an attachment to these <br /> minutes on pages . ) <br /> Collins used maps to review and explain the <br /> locations of the proposed areas of the plan. <br /> Collins noted understanding for a new <br /> thoroughfare that would relieve congestion of the <br /> Mebane-Oaks Interchange but suggested that the <br /> proposed interchange at Mattress-Factory Road and <br /> Third Street is not necessary. <br /> Best asked if such a recommendation should be <br /> forwarded to Alamance County DOT or the Town of <br /> Mebane. Collins responded he felt it should be <br /> made to both. He continued that a recommendation <br /> could be forwarded to the Board of Commissioners <br /> and they could forward it to the Town of Mebane, <br /> the Burlington/Alamance County Thoroughfare <br /> Planning Group, and the Piedmont Triad Council of <br /> Governments . <br /> MOTION: Jacobs moved that the Orange County Planning <br /> Board has serious concerns regarding an <br /> interchange at Mattress-Factory Road particularly <br /> since a collector road is being proposed that <br /> would address that problem.
