Two of the EDC' s <br /> subgroups, the Target Advisory Subcommittee and <br /> the Infrastructure Subcommittee, are considering <br /> issues that will be of primary importance to the <br /> County's designated Commercial/Industrial Node in <br /> western Orange near Efland. The Public <br /> Information Subcommittee is also considering <br /> related issues. <br /> d. NCDOT Revised Environmental Impact Assessment - <br /> 1-85 Widening/Efland Interchange Improvements <br /> Presentation by County Engineer, Paul Thames . <br /> On October 2, 1989 NCDOT officials presented <br /> revised plans for the Efland interchanges to the <br /> County Commissioners . Reference was made to an <br /> EIA done in 1984, in anticipation of I-85 <br /> widening. <br /> The Transportation Advisory Subcommittee (TAS) <br /> met on October 17 and discussed concerns related <br /> to transportation improvements in the Efland area <br /> and the need for greater coordination with NCDOT. <br /> These concerns were expressed in the October 19 <br /> memo to the County Manager. (A copy of that memo <br /> an attachment to these minutes on pages . ) <br /> This resulted in a meeting of County officials <br /> and NCDOT representatives on November 7 . At the <br /> meeting, NCDOT officials stated that a revised <br /> EIA was being done. County officials requested <br /> that a copy of the revised EIA be made available <br /> for County comment. <br /> The revised EIA was received by the County <br /> Manager' s office on December 19, 1989 . As with <br /> the 1984 EIA, the revised EIA has resulted in a <br /> Finding of No Significant Impact (FONSI) . A copy <br /> of the memo addressing Thames concerns are an <br /> attachment to these minutes on pages The <br /> basic conclusion is that NCDOT has met the letter <br /> of the law and that short of getting " . . .the <br /> watershed classified as a higher quality water <br /> supply. . .it will be difficult to invoke any <br /> regulatory requirement for NCDOT to provide any <br /> additional environmental study or impact <br /> mitigation. " <br /> Planning Board comments will be incorporated with <br /> those of the Administration and submitted to <br /> NCDOT as a package. <br />
