R-11
26
The Division of Highways has performed further investigation of
archaeological resources due the changes in the project recommended
in this report. No important archaeological resources were identi-
fied in the vicinity of Projects I-303 and I-304. The SHPO concurs
that no additional archaeological survey is required for these
projects. Correspondence from the SHPO regarding archaeological
resources is included in the, Appendix (see. page RA-2).
L. Section 4(f) Properties
The recommended improvements proposed under Projects I-303 and I-304
will not involve any parks, recreation areas, or wildlife or waterfowl
refuges. In addition, no structures or sites of historic architectural
significance and no important archaeological sites are located within the
limits of those projects. Therefore,, there will be no impact upon
Section 4(f) properties.
M. Farmland
The project has been coordinated with the office of the State
Conservationist of the Soil Conservation Service. The improvements
proposed in the FONSI were authorized prior to passage of the Farmland
Protection Policy Act. The principal change in the project since the
FONSI was approved is the proposed diamond interchange at the I-85/US 70
Connector junction. Collector-distributor roads are to be constructed to
link that interchange with the I-85/SR 1120 interchange. Lands taken to
accommodate. those changes are not subject to provisions of the Farmland
Protection Policy Act. Furthermore, the area is in a transition stage
toward development.
The other changes in the project (eight-lane widening from
Greensboro to I-40 and construction of a third eastbound lane at the west
end of the project) will be performed within existing right of way or
within right of way addressed in the FONSI.
N. Hazardous Wastes
The potential for hazardous waste occurrence along 1-85 between
interchanges, where only minor amounts of additional right of way are
required, is low. The potential for hazardous waste occurrence is higher
at interchanges, where more additional right of way is required and
roadside development is heavier.
Underground storage tanks have been identified within the proposed
right of way at the I-85/NC 119 and I-85/SR 1120 interchanges. Those
tanks, and any others located within the proposed right of way, will be
emptied and either removed or filled with an inert solid material in
accordance with 40 CFR 280.71. Where required under 40 CFR 280.72,
assessments will be performed to determine whether a release of the
stored substance has occurred.
