_ Q <br /> Jacobs asked about a situation in a town thoroughfare plan <br /> where county citizens had problems with it. How would they <br /> express their concerns? Gene Bell mentioned that a process <br /> of local governments reviewing their TIP requests jointly <br /> prior to the annual hearings might lead to better <br /> coordination and alleviate some of the problems inherent in <br /> the present system. <br /> Link summarized the discussion on item 2 by stating that <br /> three levels had been discussed: <br /> (1) Coordination between state and local jurisdictions (Bell <br /> and Thames to serve as Orange County liaison in DOT <br /> matters) ; <br /> (2 ) coordination between local jurisdictions when there is a <br /> proposed change on priorities in the TIP; and <br /> (3) the role of the TIP versus an adopted thoroughfare plan <br /> in establishing priorities. <br /> In addition, Link stated that he felt all future public <br /> hearings should be held, as a matter of course, at the court- <br /> house or town hall as opposed to other sites such as the high <br /> school. <br /> 3 . Adoption of Plans <br /> Link stated that progress was being made on the County <br /> thoroughfare plan. Regarding the DCHC plan he said we want <br /> to see how it fits into the Orange County plan and, in <br /> particular, want to hear what Chapel Hill has to say. The <br /> end of February is currently proposed as the time frame for a <br /> public hearing on the Orange County Thoroughfare Plan and <br /> possibly consideration of the Hillsborough and DCHC <br /> components if all necessary reviews can be accomplished by <br /> that time. <br /> Whitaker said he was not aware that the County was <br /> involved in the thoroughfare planning process. Link said it <br /> might be a good idea for him and Whitaker to attend some of <br /> the Transportation Advisory Subcommittee (TAS) meetings. <br /> Whitaker stated that Hillsborough's position should be well <br /> represented in the thoroughfare planning process. Link <br /> specified that Whitaker receive a copy of all future TAS <br /> agendas . <br /> Regarding scheduling of thoroughfare plans, Norwood said <br /> that the City of Durham will probably vote on the DCHC plan <br /> before the end of this month and that Orange County may wish <br /> to comment. Best wrapped up the discussion by stating that <br /> it was important to realize that the area covered by the <br /> County plan was a small portion of the County compared to the <br /> area covered by the DCHC and Hillsborough Plans . <br />
