_ Q
Jacobs asked about a situation in a town thoroughfare plan
where county citizens had problems with it. How would they
express their concerns? Gene Bell mentioned that a process
of local governments reviewing their TIP requests jointly
prior to the annual hearings might lead to better
coordination and alleviate some of the problems inherent in
the present system.
Link summarized the discussion on item 2 by stating that
three levels had been discussed:
(1) Coordination between state and local jurisdictions (Bell
and Thames to serve as Orange County liaison in DOT
matters) ;
(2 ) coordination between local jurisdictions when there is a
proposed change on priorities in the TIP; and
(3) the role of the TIP versus an adopted thoroughfare plan
in establishing priorities.
In addition, Link stated that he felt all future public
hearings should be held, as a matter of course, at the court-
house or town hall as opposed to other sites such as the high
school.
3 . Adoption of Plans
Link stated that progress was being made on the County
thoroughfare plan. Regarding the DCHC plan he said we want
to see how it fits into the Orange County plan and, in
particular, want to hear what Chapel Hill has to say. The
end of February is currently proposed as the time frame for a
public hearing on the Orange County Thoroughfare Plan and
possibly consideration of the Hillsborough and DCHC
components if all necessary reviews can be accomplished by
that time.
Whitaker said he was not aware that the County was
involved in the thoroughfare planning process. Link said it
might be a good idea for him and Whitaker to attend some of
the Transportation Advisory Subcommittee (TAS) meetings.
Whitaker stated that Hillsborough's position should be well
represented in the thoroughfare planning process. Link
specified that Whitaker receive a copy of all future TAS
agendas .
Regarding scheduling of thoroughfare plans, Norwood said
that the City of Durham will probably vote on the DCHC plan
before the end of this month and that Orange County may wish
to comment. Best wrapped up the discussion by stating that
it was important to realize that the area covered by the
County plan was a small portion of the County compared to the
area covered by the DCHC and Hillsborough Plans .
