Box 366 <br /> Carrboro, NC 27510 <br /> (919) 968-4421 <br /> MEMORANDUM <br /> TO: Board of Directors <br /> FROM: Everett Billingsley <br /> DATE: February 12, 1990 <br /> SUBJECT: University Lake Watershed Study <br /> The attached memorandum of February 9, 1990 from Ed Holland analyzes <br /> a series of proposals that have been made for revised land use <br /> regulations on the University Lake watershed. <br /> This systematic comparison shows, particularly in the graphs, the <br /> degradation impact of the various scenarios. With the extensive <br /> involvement and representation of the staffs and elected officials <br /> in the development of the Camp Dresser & McKee study, it seems tardy <br /> to suggest changes that would allow such major increases in <br /> degradation of projected water quality as does the most recent <br /> proposal by the Orange County Planning Department. <br /> Since the County's proposal cannot be evaluated as diiectil- by the <br /> CDM model as other scenarios, it creates a particularly tenuous <br /> situation. If a scenario outside this modeling capability is <br /> chosen, the decision basis is substantially weaker and further <br /> proposals for either relaxing or tightening standards are more <br /> difficult to evaluate technically. <br /> Assuming that investigated alternatives for land use scenarios will <br /> be kept within the CDM model capability, particular attention is <br /> warranted in examining the projected degrees of water quality <br /> degradation for each scenario. The CDM recommendation for basic <br /> 5-acre density assumed a continuous but constrained degradation of <br /> water quality. All other scenarios that have been proposed <br /> accelerate the degradation of the community water supply. <br /> It is important to reflect again on bow the CDM model and <br /> recommended scenarios were developed, the pertinence of the CDM <br /> model as a planning tool, and the degree of departure each proposed <br /> alternative scenario represents from the consultant's <br /> recommendation. . <br /> An Equal opportunity Employer <br />
