50 <br /> 3 . Amend Section IV-C Interim Development Standards by <br /> rewriting subsection IV-C-2 .a. to read as follows : <br /> a. University Lake Watershed <br /> 1 . Area Affected - These standards shall apply to the <br /> University Lake Watershed. <br /> 2 . Nature and Duration of Standards - The following interim <br /> development standards shall apply: <br /> a) Community alternative treatment and disposal <br /> systems will not be permitted in the University <br /> Lake watershed until April 30, 1991 . During this <br /> period, a pilot program for monitoring and <br /> inspecting such systems as operated by the Orange <br /> County Health Department will be evaluated to <br /> determine the advisability of permitting such <br /> systems in the watershed. <br /> b) Public water service will not be permitted in the <br /> University Lake watershed until April 30, 1991. <br /> During this period, a study will be conducted to <br /> determine the advisability of making public water <br /> services available within the watershed. <br /> c-1) [Alternative #i] Public sewer service will not be <br /> permitted in the University Lake watershed except <br /> to address a public health emergency as determined <br /> by the Orange County. Health Department. <br /> c-2) [Alternative #2] Public sewer service will not be <br /> permitted in the University Lake watershed until <br /> April 30, 1991, except to address a public health <br /> emergency. During this period, a study will be <br /> conducted to determine the advisability of making <br /> public sewer services available within the <br /> watershed. <br /> [The proposed amendments incorporate temporary restrictions on the <br /> use of community alternative wastewater treatment systems and the <br /> extension of public water in the watershed until certain tasks are <br /> accomplished. Two alternatives are provided regarding public sewer <br /> extensions. Aiternative #1 is an out-right restriction on such <br /> extensions except to serve a public health hazard. Alternative #2 <br /> is a temporary restriction until it is determined (via a study) <br /> that such extensions can be permitted without encouraging higher <br /> densities and threatening the goal of minimizing water quality <br /> deterioration. ] <br /> 4.
