16 <br /> [The proposed amendment deletes a category entitled "Water Quality <br /> Critical Area" and substitutes "University Lake watershed Area" in <br /> its place. ] <br /> D. Amend Section V Joint Planning Operating Principles by rewriting <br /> the last sentence of the subsection "Rural Buffer and <br /> Conservation" to read as follows : <br /> The Rural Buffer consists of the following Joint Planning Area <br /> Land Use Plan categories: Rural Residential; Agricultural; Public- <br /> Private Open Space; Resource Conservation; Extractive Use; and the <br /> overlay category designated University Lake Watershed Area. <br /> In addition, the subsection "Water Quality Critical Area" is <br /> deleted and, in its place, the following new subsection is <br /> substituted: <br /> OPTION 11 <br /> The University Lake Watershed Area includes all lands which drain <br /> into the University Lake reservoir. Based on a preferred watershed <br /> protection strategy of land use controls as recommended by Camp, <br /> Dresser and McKee in the University Lake Watershed Study, only <br /> low-density residential uses are permitted at densities not to <br /> exceed one dwelling unit per five acres of land. <br /> OPTION #2 <br /> The University, Lake Watershed Area includes all lands which drain <br /> into the University Lake reservoir. Based on a watershed <br /> protection strategy of structural controls as recommended by Camp, <br /> Dresser and McKee in the University Lake Watershed Study, only <br /> low-density residential uses are permitted at densities not to <br /> exceed one dwelling unit per two acres of land. A series of <br /> regional and/or on-site stormwater detention ponds is associated <br /> with such development to trap pollutants and prevent their <br /> deposition in the reservoir. <br /> [The proposed amendments provide for a new land use plan overlay <br /> category - the University Lake Watershed Area - and alternative <br /> development patterns based on the recommended options contained in <br /> the University Lake Watershed study. ] <br /> E.
