13 <br /> PROPOSED AMENDMENTS TO THE JOINT PLANNING AREA LAND USE PLAN <br /> AND JOINT PLANNING AGREEMENT <br /> Listed below are proposed amendments to the Orange County/Chapel <br /> Hill/Carrboro Joint Planning Area Land Use Plan and Text. If adopted, <br /> the amendments would implement, in part, the strategies for watershed <br /> protection identified in the Final Report -University Lake Watershed <br /> Study dated March, 1989, and the basic strategies identified in the <br /> proposed 13-point agreement prepared by the Joint Watershed Work Group <br /> and dated October, 1989. <br /> Two options are presented for consideration. Option 11 is based on the <br /> land use control strategy recommended by Camp, Dresser & McKee (CDM) , <br /> the consultants who prepared the University Lake Watershed Study, and <br /> the Joint Watershed Work Group. The basic provisions of Option #1 <br /> include a minimum lot size requirement of five (5) acres and a maximum <br /> density of one (1) unit per five (5) acres for any development. <br /> Cluster subdivisions with lot sizes of not less than one (1) acre are <br /> also allowed as well as the creation of a limited number (5) of two- <br /> acre lots. <br /> Option la is based on the structural best management practice approach <br /> recommended by CDM. Option #2 includes a minimum lot size of two (2) <br /> acres and a maximum density of one (1) unit per two (2) acres. In <br /> addition, on-site stormwater detention basins or ponds are recommended <br /> to trap pollutants on the site rather than allowing them to travel <br /> through drainage tributaries to the University Lake reservoir. <br /> Both Option #1 and Option #2 are being presented at a special public <br /> hearing on February 28, 1990. The presentation of the proposed <br /> amendments to the Joint Planning Area Land Use Plan and Text, and Joint <br /> Planning Agreement will be made to the Orange County Board of <br /> Commissioners and Planning Board, and the governing boards of the Towns <br /> of Chapel Hill and Carrboro. Following the presentation and receipt of <br /> public comment, the public hearing will continue but involve only <br /> the Board of Commissioners and consideration of proposed amendments to <br /> the Orange County Comprehensive Plan, Zoning Atlas (Map) , Zoning <br /> Ordinance, and Subdivision Regulations. <br /> Because the proposals involve amendments to Joint Planning Area Land <br /> Use Plan and Text, they require the approval of the Orange County Board <br /> of Commissioners and the governing boards of the Towns of Chapel Hill <br /> and Carrboro. Upon completion of the public hearing, and following <br /> receipt of the deq.sions of the Towns. of Chapel Hill and Carrboro, and <br /> the Orange County Planning Board's recommendation, the Board of <br /> Commissioners may adopt Option #1, Option #2 or some combination of the <br /> two. Under the provisions of the Joint Planning Agreement, however, the <br /> concurring vote of all three jurisdictions is required for approval. <br /> The specific wording proposed for various sections of the Joint <br /> Planning Area Land Use Plan Text is listed below.
