LEAGUE OF WOMEN VOTERS
OF CHAPEL HILL/CARRBORO,NC
STATE=T x OR UBLiC HE,42TNG
Carrboro Elementary School, February 28,. 1990
Agenda Item: Proposed amendments to land use plans and development
regulations which would, if approved, i_nlement actions for pro-
tecting University Lake Watershed.
I an Roberta Black, President of the League of Women. Voters of
Chapel Hill/ Carrb•oro. The local League thanks you for the oppor-
tunity to spew_ at this public hearing.
The League of Women Voters, naticr_ally, supports management of
land as a finite resource not a commodity, since land ownership,
whether public or Private, carries responsibilities for stewardship.
The League has a long history of concern for conser ation. of natural
resources, especially protection of sources of drinking water.
Locally, we have made public statements on man - occasions in
support of watershed protection.
The citizens of Chapel gill. and Carrboro are fortunate that
Orange Count y has two watersheds (University Lake and Cane Greek)
with the premier classification of WS--l. Such drinking water supplies
are magificent natural resources that must be managed and _protected
in the public interest.
We strongly support establishing the University Lake Watershed
District in order to -prevent significant water duality deterioration
in University Lake. The land use controls that are being sugg e s ted
--five acre zoning that permits a limited number of two acre lots--
are realistic and flexible. They fairly address the concerns of
landowners about the development and value of their property.
'. e are aware of the intense and conflicting -political pressures.
that have been. building. It is important to the democratic political.
process that the concerns of different citizens be considered with
respect and fairness. Furthermore, it is necessary that relevant
technical data be available. This has been done through the Camp,
Dresser', McKee report. But, in the end, courageous leadership
by the elected officials will be needed to protect the watershed
and the water supply. We urge you to exercise extreme caution in.
allowing watershed development. Once excessive development has
occurred its negative effects can never be reversed.
.XG e p+ I n 4-hc. 4-else.. o Q.. po 6 f lc- h ea_I ,rner e. l v b
;c.b
a
