The <br /> consulting firm of Camp, Dresser and McKee (CDM) , <br /> nationally recognized experts in watershed evaluation, <br /> completed the study in March, 1989 . <br /> Following the release of the Final Report, the <br /> governing boards of Orange County, Chapel Hill, and <br /> Carrboro adopted resolutions, requesting that the Joint <br /> Chatham-Orange Work Group review the study and provide <br /> recommended strategies for its implementation. <br /> In October, 1989, the Work Group completed a proposed <br /> 13..point agreement on University Lake watershed <br /> protection. <br /> To implement the recommended strategies for watershed <br /> protection, the Work Group directed staff to identify <br /> needed changes to the Joint Planning Area Land Use <br /> Plan/Text and Agreement. The following amendments are <br /> proposed: <br /> 1 . A proposed amendment which incorporates <br /> descriptions of the basic strategies for protecting <br />
