01 <br /> NOTICE OF PUBLIC HEARING <br /> ON <br /> PROPOSED REVISIONS TO THE <br /> ORANGE COUNTY/CHAPEL HILL/CARRBORO <br /> JOINT PLANNING AREA LAND USE PLAN AND TEXT <br /> AND JOINT PLANNING AGREEMENT <br /> AND <br /> PROPOSED REVISIONS TO THE <br /> COMPREHENSIVE PLAN, ZONING ATLAS, <br /> ZONING ORDINANCE, AND SUBDIVISION REGULATIONS <br /> OF ORANGE COUNTY, NORTH CAROLINA <br /> Pursuant to the requirements of the General Statutes of <br /> North Carolina, Chapter 153A, Sections 240, 323 and 343; <br /> Article 20, Sections 20. 5 and 20 . 6, and Articles 2 .2 . 12 and <br /> 2 .2 . 13 of the Orange County Zoning Ordinance; Section VIII of <br /> the Subdivision Regulations; and Article 2 of a Joint <br /> Planning Agreement between Orange County and the Towns of <br /> Chapel Hill and Carrboro; notice is hereby given that a <br /> public hearing will be held at the Carrboro Elementary School <br /> on Shelton Street in Carrboro, N.C. on February 28, 1990 at <br /> 7 : 30 p.m. for the purpose of giving all interested citizens <br /> an opportunity to speak for or against the following items : <br /> JOINT PLANNING AREA LAND USE PLAN AND TEXT <br /> The proposed amendments to the Joint Planning Area Land <br /> Use Plan and Text are as follows: <br /> 1. Amend Section II . Natural, Environment by rewriting <br /> subsection B. Natural Resources to include a description <br /> of the strategies recommended for the protection of <br /> University Lake watershed. These strategies include a <br /> land use control approach with a five-acre lot size <br /> requirement, and a structural approach, with a two-acre <br /> lot size requirement and regional and/or on-site <br /> stormwater detention ponds . <br /> 2 . Amend Section V. Joint Planning Operating Principals and <br /> Section VI. Future Land Use = Joint Planning Area <br /> to delete an existing reference to a Town of Carrboro <br /> policy statement regarding the preferred development <br /> pattern and method of water and sewer service in <br /> University Lake watershed. The existing policy is <br /> inconsistent with that currently under consideration. <br /> Also included is a description of a new land use <br /> category designated "University Lake Watershed Area" <br /> rather than the current designation of "Water Quality <br /> Critical Area" . Two alternative descriptions are <br /> proposed which reflect strategies recommended forr the <br /> protection of University Lake watershed.
