ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: June 13, 2006
Action Agenda
Item No. 5" I
SUBJECT: Community and Schools Phase III Tobacco Use Prevention and Cessation
Initiative Grant Acceptance
DEPARTMENT: Health
ATTACHMENT(S):
Past Program Accomplishments
Health and Wellness Trust Fund
Commission Grant Agreement
(under separate cover)
PUBLIC HEARING: (Y/N) No
INFORMATION CONTACT:
Rosemary L. Summers, 245-2411
PURPOSE: To consider accepting Phase III fiands from the Health and Wellness Trust Fund
Commission in the amount of $289,000 far the continuation of the Youth Tobacco Prevention
Initiative known as Orange County TRU/ Tobacco.. Reality, Unfiltered.
BACKGROUND: The Orange County Health Department (OCHD), in partnership with Orange
County school districts, received a grant from the NC Health and Wellness Trust in 2003 for a
three year period (2003-2006) to establish a teen tobacco prevention program in both school
districts, The Health Department was notified earlier this spring that the reapplication for an
additional three year period was funded by the Trust to begin July 1, 2006,
The continuation proposal is to strengthen current programming on youth tobacco-use
prevention, cessation, and secondhand smoke eliminiation. The program will recruit and train
diverse high school peer educators to lead prevention education in middle and high schools,
and at community events. Anew media-based social norms campaign will work to further
denormalize tobacco use in schools. The program will enhance its advocacy with family-
oriented restaurants and partner with the Orange County Asthma Coalition (OCAC) on a smoke-
free dining campaign. These activities will lead to an increase in recent declines in youth
tobacco-use.
The Chapel Hill-Carrboro City Schools (CHCCS) and Orange County Schools (OGS) are active
and committed partners. The School Health Coordinators from each school system will
continue to act as liaisons. The OCHD program is the only program working to prevent youth
tobacco-use in the county, The current program has detected needs to enforce 100% tobacco
free school policies within both districts and plans to enhance policy communication,
supplement the current middle school-based health curricula with youth-driven educational
