10/3.6/99 <br /> Planning Board. Minutes 12 <br /> Another concern was the forty-five day deadline <br /> for action which has been reduced to twenty-one <br /> (21) days . Staff feels that they can work within <br /> this time frame, provided agency comments are <br /> received promptly. <br /> The Planning Staff recommends approval of the <br /> amendments as presented at public hearing with <br /> the changes for requiring three copies and the <br /> twenty-one day deadline for action on the site <br /> plan once it is complete. The Town of Carrboro <br /> requested that wastewater disposal fields also be <br /> shown on the site plan. <br /> Crudup noted that Article 8.8 is to refer to <br /> Article 14 so that it is consistent with the <br /> information required for site plans for special <br /> uses. <br /> MOTION: Best moved to accept the Planning Staff <br /> recommendation for approval of Article 8 . 8 and <br /> Article 14 with the changes as indicated. <br /> Seconded by Eidenier. <br /> VOTE: Unanimous. (Boland out of the room during this <br /> vote. ) <br /> (3) Article 7 . 14 .4 - Density Bonus for <br /> Affordable Housing <br /> Presentation by Marvin Collins. <br /> This proposal is to put into the Zoning <br /> Ordinance a density bonus which could be applied <br /> in one of the following ways: <br /> a) A density increase of up to 25% if a <br /> percentage of the units or lots are reserved <br /> for occupancy by low or moderate income <br /> households. The percentages are based on <br /> eligibility criteria for the Low Income <br /> Housing Tax Credit. <br /> b) A density increase of up to 25% if off-site <br /> land area is donated to Orange County for <br /> future development of an equivalent number of <br /> affordable units. <br /> c) A 50% density increase would apply if all of <br /> the lots/units are reserved for qualifying <br /> households (20% low-income, 80% moderate- <br /> income) . <br /> Occupancy would be restricted by a contractural <br />
