The developer <br /> donates the 25 acres to the county and receives approval <br /> of 136 lots. <br /> The County assumes ownership of the 25 acres which may <br /> then be developed for affordable housing by either the <br /> County itself or a non-profit housing corporation. The <br /> value of the land will not be a factor in the ultimate <br /> cost of the units. <br /> COMMENTS <br /> ORDINANCE REVIEW COMMITTEE: The Ordinance Review committee <br /> reviewed the proposed amendment on December 20, 1989 . <br /> Information on the various levels of income was requested <br /> this information is incorporated in the foregoing report. <br /> Eligibility criteria pertaining to length of residency or <br /> employment in Orange County were also discussed, and staff <br /> was asked to determine the criteria used by other agencies in <br /> similar programs. ( It was found that most programs involving <br /> housing receive some federal funding, and therefor can <br /> include no residency criteria. ) <br /> PLANNING BOARD: On January 16, the Planning Board <br /> recommended that the amendment be advertised for public <br /> hearing. Questions pertaining to taxation, limits on housing <br /> appreciation during the 15-year term of the contract, and <br /> residency criteria were raised. <br /> • <br />
