Included in Route 5 are Joppa <br /> Oaks, Byrdsville, Strayhorn Hills, Colonial Hills Mobile Home <br /> Park, Colonial Hills Subdivision, and Piney Grove and Valley <br /> Forge Roads. <br /> ZONING ORDINANCE TEXT AMENDMENTS <br /> The proposed amendments to the Orange County Zoning <br /> Ordinance are as follows: <br /> 1 . Amend ARTICLE 2 . 3 . 3.2 BOARD OF ADJUSTMENT ADMINISTRATION <br /> to include a specific reference that Board of Adjustment <br /> meetings are subject to the North Carolina Open Meetings <br /> Law. <br /> 2 . Add ARTICLE 7 . 14.4 DENSITY BONUS FOR AFFORDABLE HOUSING <br /> to provide incentives for the development of housing for <br /> low and moderate-income households. The proposed <br /> amendment would allow a density increase of up to 25% if <br /> a percentage of the units or lots were purchased by or <br /> rented to qualifying households or if off-site land were <br /> dedicated to the County for the purpose of developing <br /> affordable units or lots. A 50% density increase could <br /> be approved if all of the lots or units were reserved <br /> for qualifying households . The proposed amendment would, <br /> however, restrict density bonuses to projects located <br /> outside of a Water Supply Watershed as shown on the <br /> Comprehensive Plan. The only exception would be projects <br /> located in Transition Areas in a watershed. <br /> SUBDIVISION REGULATIONS TEXT AMENDMENTS <br /> The proposed amendments to the Orange County Subdivision <br /> Regulations are as follows : <br /> 1 . Amend SECTION III-D-1-b PLANNING DEPARTMENT REVIEW <br /> PROCEDURES to clarify the procedure for approving <br /> concept plans for major subdivisions . Following <br /> acceptance of an application, the Planning Staff would <br /> have 30 days to review a concept plan. A staff <br /> recommendation must then be submitted to the Planning <br /> Board at its first regular meeting following the 30-day <br /> review period. <br /> 2 . Amend SECTION IV-B-8-e-3 SCHEDULE OF REQUIRED LAND USE <br /> BUFFERS to clarify how buffer requirements will be <br /> interpreted in unzoned townships; i.e. , unzoned land <br /> requiring a minimum lot size of 40,000 square feet will <br /> be considered Agricultural Residential (AR) or <br /> Residential-1 (R-1) for the purpose of determining <br /> buffer requirements in a subdivision. In addition, <br /> SECTION IV-B-8-e-g WAIVER OF LAND USE BUFFER <br /> REQUIREMENTS is proposed for amendment to clarify the <br /> 0 <br />
