Larger than required stream buffers and <br /> lot sizes, and/or other design features <br /> are proposed as part of a subdivision to <br /> be located in a Protected Watershed as <br /> designated on the Orange County <br /> Comprehensive Plan to reduce the amount <br /> of impervious surface and cause <br /> infiltration of storm water runoff to <br /> prevent the pollution of water supply <br /> reservoirs . <br /> (This subdivision is not in a Protected <br /> Watershed. ) <br /> EVALUATION SUMMARY: The one design feature proposed by the <br /> applicant (larger lots) is not significant enough to justify <br /> a private road. The rural character of the area has already <br /> been altered by previous subdivision activity and would not <br /> be enhanced by the subdivision proposed. The location of the <br /> road near the intersection of two collector roads and outside <br /> of a Protected Watershed is another reason not to allow a <br /> private road. Furthermore, Roy Road would qualify for State <br /> maintenance at the time four homes on the road are occupied <br /> (assuming the road is upgraded to NCDOT construction <br /> standards) . <br />
