1
ORANGE COUNTY
BOARD OF COMMISSIONERS
Action Agenda
Item No. X-A
ACTION AGENDA ITEM ABSTRACT
Meeting Date: February 20, 1990
SUBJECT: Cablevision of Durham Franchise Proposal
DEPARTMENT: County Manager PUBLIC HEARING YES: NO: X
ATTACHMENT(S) : Franchise Proposal INFORMATION CONTACT: Manager's Office
X501
TELEPHONE NUMBER-
Hillsborough - 732-8181
Chapel Hill - 968 -4501
Mebane - 227-2031
Durham - 688-7331
PURPOSE: To review Cablevision of Durham Franchise Proposal.
BACKGROUND: Recently, Cablevision of Durham submitted a Cable TV Franchise
Proposal requesting a five year delineated Franchise Agreement.
Cablevision of Durham desires to provide cablevision service to
approximately 253 homes in specific areas of northeastern
Orange County. The areas border Durham County where
Cablevision of Durham has extended cablevision service to the
Orange County Line.
County staff has conducted a windshield survey of the areas,
requested and received additional information from Cablevision
of Durham, discussed proposal with the County Attorney and
Norman Vogel, Chair, Cable TV Advisory Committee, and assessed
whether Cable Companies currently in the county could serve the
northeastern areas.
Alert Cable's service areas are not located in this part of the
county. Carolina Cable service lines are as close as 1.5 miles
from one area in the proposal and as far as 3 miles from other
areas. Cablevision of Durham service lines are a few feet from
most of the proposed areas. It is anticipated Carolina Cable
will extend service to the northeastern areas.
Unlike previous county-wide cable franchise proposals,
Cablevision of Durham is .requesting to serve a portion of the
county for a very limited time period. Therefore, County staff
is seeking Board input and direction before discussions with
Cablevision of Durham continue.
RECOMMENDATION: Direct staff and County Attorney to prepare Cable TV
Franchise Agreement for Cablevision of Durham and present to
Board for consideration.
mmirimmy
