From the point of discharge, this sewage <br /> effluent flowed under Hwy 70 in a stormwater drainage <br /> culvert and through a field belonging to Mr. Talmedge <br /> Stephenson, whose property is directly across Hwy 70 <br /> from Carden's. The sewage effluent ponds on Mr. <br /> Stephenson's property until such time as it evaporates <br /> or is absorbed into the ground. Mr. Stephenson has <br /> sought relief from this situation since the Carden's <br /> waste treatment discharge initially began. NCDEM has <br /> permitted the discharge point several times in <br /> violation of their normal minimum requirements for <br /> discharge points, however they are presently requiring <br /> Carden's to replace its existing treatment system with <br /> a new package treatment plant, because the quality of <br /> the existing effluent is so poor. <br />
