7 <br /> ORANGE COUNTY MINORITY BUSINESS <br /> PARTICIPATION PLAN <br /> 1 . MINORITY BUSINESS VENDOR FILE: <br /> A. Develop a vendor file of Minority Construction firms and <br /> suppliers in the area from the following sources: <br /> 1 . Minority contractors, subcontractors and suppliers as <br /> recognized by the Minority Business Development Agency, <br /> Department of Economic and Community Development . <br /> 2. Minority contractors, subcontractors and suppliers as <br /> recognized by the North Carolina Institute of Minority <br /> Economic Development. <br /> 3. Advertise in local newspapers ( including minority owned <br /> publications) on an annual basis to solicit minority firms to <br /> be added to the vendor file. <br /> B. Supply a copy of the County's Resolution to the contractors, <br /> subcontractors and suppliers on the County's Minority Business <br /> Vendor File. <br /> 2. STEPS FOR GOOD FAITH EFFORT FOR VERIFIABLE GOALS UNDER SEPARATE <br /> PRIME OR SEPARATE SPECIFICATION CONTRACTS: <br /> A. Notify contractors, subcontractors and suppliers on the <br /> County's Minority Business Vendor File in writing on a Semi- <br /> annual basis of upcoming projects. <br /> B. Provide contractors, subcontractors and suppliers on the <br /> County's Minority Business Vendor File notice of specific <br /> projects that are being bidded. <br /> C. Establish areas where Minority Vendors can have easy <br /> access to plans and specifications. <br /> D. Hold pre-bid conferences to orient contractors and <br /> subcontractors with Orange County's policy's and bid <br /> procedures. <br /> E. Designate a representative of Orange County to serve as a <br /> contact person for minority contractors, subcontractors and <br /> suppliers. The designee will be available to answer project <br /> related questions posed by minority owned contractors, <br /> subcontractors and suppliers. <br />
