2 <br /> A <br /> A verifiable goal of 10* is recommended. It is equal to the goal <br /> set by Alamance County, Durham County, the Town of Chapel Hill and <br /> Orange County Schools. This goal is meant only to assure minority <br /> business participation in the bidding process. G.S. 143-128(d) <br /> requires that contracts be awarded to the lowest responsible <br /> bidder(s) "without regard to race, religion, color, creed, national <br /> origin, sex, age, or handicapping condition. " <br /> Orange County has developed a plan to achieve a goal of 104, a copy <br /> is attached. The plan was developed using the model developed by <br /> the North Carolina Association of County Commissioners. <br /> RECOMMENDATION: Adopt the resolution establishing a verifiable goal of 104 for <br /> participation by minority businesses for construction projects <br /> greater than $100, 000 . 00; and authorize the chair to sign on behalf <br /> of the Board. <br />
