Subsection (c) states: <br /> The State shall have a verifiable ten percent ( 104) goal for <br /> participation by minority businesses in the total value of work <br /> for each project for which a contract or contracts are awarded <br /> pursuant to this section. Each city, county, or other public <br /> body shall adopt , after a notice and public hearing, an <br /> appropriate verifiable percentage goal for participation by <br /> minority businesses in the total value of work for which a <br /> contract or contracts are awarded pursuant to this section. <br /> Research has been done to establish the number of black and female <br /> owned construction firms in Orange County. The information was <br /> obtained from the U.S. Department of Commerce. In 1977 <br /> construction firms owned by blacks or women made up 7 .5* of the <br /> total , in 1982 that figure dropped to 4.7x. Information concerning <br /> the other groups who are considered minorities; Hispanic, Asian <br /> American, American Indian and Alaskan natives represented a minute <br /> amount and therefore was unavailable. The U.S. Department of <br /> Commerce will issue the results of their 1987 survey in the fall of <br /> 1990. <br />
