PUBLIC HEARING YES: NO: XX <br /> ATTACHMENT(S) : INFORMATION CONTACT: PAM JONES <br /> EXT 498 <br /> LETTERS OF REQUEST Telephone Number- <br /> CERTIFICATES OF INSURANCE Hillsborough -732-8181 <br /> PYRO-TLCHNIC' S LICENSE Chapel Hill -967-9251 <br /> FIRE CHIEF'S LETTER Mebane -227-2031 <br /> Durham -688-7331 <br /> PURPOSE: To consider approving two ( 2) fireworks permits for the Smith <br /> Center's concerts on March 1 and March 3 , 1990 . <br /> BACKGROUND: UNC has requested a permit to allow the use of <br /> pyrotechnics at concerts by New Kids On The Block (March 1 ) and Janet <br /> Jackson (March 3 ) . Pyrotechnics, as defined in GS 14-414, shall <br /> " include any and all kinds of fireworks and explosives, which are used <br /> for exhibitions or amusement purposes. " The pyrotechnics proposed for <br /> use at these concerts are included on page six (New Kids concert ) and <br /> page 18 (Janet Jackson concert ) . <br /> GS 14-413 empowers the Commissioners to authorize and issue permits for <br /> the use of pyrotechnics in connection with " . . .shows of all <br /> descriptions. . .but only after satisfactory evidence is _produced to the <br /> effect that said pyrotechnics will be used for the aforementioned <br /> purposes and none other" . <br /> County policy further requires assurance from the sponsoring agency <br /> that adequate public safety measures will be exercised; and that the <br /> County will be protected as an additional insured on the insurance <br /> policy/policies covering the event. <br /> Documents attached provide evidence that these criteria have been met . <br /> RECOMMENDATION: Approve a fireworks permit for the University of North <br /> Carolina-Chapel Hill , for March 1 (New Kids on the Block concert ) and <br /> for March 3 (Janet Jackson concert ) ; contingent upon approved site <br /> inspection by the Town Fire Officials; and authorize the Chair to sign <br /> on behalf of the Board. <br />
