Hold a public hearing for citizen input. <br /> May 29, 1990 <br /> GOAL - DEVELOP A PROPOSAL FOR A PURCHASE OF DEVELOPMENT RIGHTS PROGRAM <br /> OBJECTIVE • <br /> To ensure the preservation of farmland in Orange County. <br /> PLAN OF ACTION <br /> A. Investigate procedures used by counties that have implemented Purchase of July 1990 <br /> Development Rights (PDRs) (Forsyth County and others). <br /> B. Address special concerns associated with the implementation of PDRs such August 1990 <br /> as watershed, rural districts and natural areas. <br /> C. Outline criteria for those who are to participate in PDRs. This will include September 1990 <br /> priority for selection, funding sources and rank. <br /> D. Outline all legislative requirements including local ordinances and special <br /> October 1990 <br /> considerations for PDRs. <br /> E. Develop proposal for implementation, administration and monitoring of PDRs. <br /> November 1990 <br /> F. Present proposal for implementation of PDRs at Board of County Commissioners Retreat.
