S <br /> 2 <br /> ; <br /> EDUCATION <br /> GOAL - COORDINATION OF LONG-RANGE PLANNING BETWEEN COUNTY GOVERNMENT AND THE SCHOOL SYSTEMS TO ALLOW THE MOST <br /> EFFICIENT AND EFFECTIVE USE OF AVAILABLE CURRENT EXPENSE AND CAPITAL FUNDING. <br /> OBJECTIVE 1 TIMETABLE <br /> To ascertain realistic student population projections by appropriate geographic <br /> area. <br /> PLAN OF ACTION <br /> Establish Ad Hoc committee to meet this objective (to include Planning Department Beg March 15, 1990 <br /> staff, Institute of Government, Triangle J Council of Governments, school staffs End Sept. 30, 1990 <br /> and census count committee (Norm Gustaveson)). <br /> Short-term impact: 5 year Capital Improvements and School Equity Funding <br /> Long-term impact: Decision for new high school and other school facilities <br /> OBJECTIVE 2 <br /> To receive and respond to the two school boards' plans for implementation of Senate <br /> Bill #2. <br /> PLAN OF ACTION <br /> A. Orange County School district and Chapel Hill School district will present March 31, 1990 <br /> their Senate Bill #2 plans in a.workshop forum. Topics for the workshop will <br /> include the effects of long-term planning on Senate Bill #2, both current <br /> expense and capital, and possible effects on equity. <br /> B. County Manager and the two school superintendents meet to develop workshop March, 1990 <br /> format. <br /> OBJECTIVE 3 <br /> To develop the FY 90-91 school current expense budget based on the County's Equity <br /> Model methodology by May 15, 1990. <br /> A. To conclude discussions with the two school superintendents on equity strategies. April 20, 1990 <br /> B. To ascertain the best financing methodology for pursuing school equity funding <br /> (county-wide district tax or not). <br />
