The Director of <br /> Orange County Department of Social Services negotiates with the council to plan far ne Ling the council's <br /> needs for technical support and operational` expenses. <br /> • <br /> • <br /> 2OSTS (Describe in exact numbers the amount of money used to fund or operate the program. List all sources of <br /> unding) <br /> The Friends of Black Children has an amual budget of $ 30,000.00 which is 7% federal and 25% county <br /> ranch. This provides for staff, office space, training, and other miscellaneous program related costs. <br /> The county Departrrent of Social Services agrees to negotiate with the council on a plan to meet the <br /> needs for technical support and operational expenses, including the disbursare-rt of $ 300.00 in State <br /> allocation which has been disignated far use by the council and which crust be matched by the county at <br /> the 25% match rate. Additional funding canes from fund-raisers sponsored by the canal merrbers. <br /> • <br /> ZESULTS (Describe the tangible results of the program: cost savings,service improvements,etc. Tell how the <br /> ,rogram benefited the county or community) <br /> At me time the Black community was fragieited and the knowledge that hones were needed for Black <br /> children filtered into Orange County in a sporadic, ineffective merrier. The Friends of Black Children <br /> -Council members help to galvanize the carry unity with infornetion, publicity and articles on the need for <br /> permanent Black adoptive hones. Since the Friends of Black Children Council developed, adoption <br /> statistics far Black families and children are most impressive. The Council. marbers help to locate <br /> and remit Black adoptive families wino do not traditionally apply to public agencies to adopt. Due <br /> to the council members outstanding efforts, eleven children have been placed far adoption, five of <br /> which are considered "special needs" children. Out of the seven hare studies completed, five families <br /> were selected in as little as six weeks to parent a child. All of this took place within eighteen <br /> moths of the councils' developneht. <br />
