Througi-cut the United States, a disproportionate limber of children in the <br /> "special needs" category are Black. The Friends of Black Children Program developed as a response to a <br /> concern to people in North Carolina - a disproportionate rirrber of Black children, free and clear for <br /> adoption did not have permanent homes. <br /> On the local level, Orange County Friends of Black Children Proran mud,,et.s advocates on behalf of <br /> potential adoptive applicants and serve as an extension to the agency staff in public education <br /> efforts especially in removing myths about adoption. These are called "special needs" children. Many are available for adoption and have been <br /> waiting for famrdlies without truth hope. The purpose of the Friends of Black Children Program is to, <br /> reads out to Black fardlies who can and will be a resource to these children. The objectives of the <br /> program is to maximize the involveiEnt of the Black Community in decisions about Black Children by <br /> organizing two c armitity councils, one in Southern Orange County and one in Northern Orange; to explore <br /> new ways to recruit, and locate Black families; to review internal agency practices and procedures <br /> that may present barriers, and to alter those practices/procedures if barriers exist; and to provide <br /> intensive post-placarent services to families in Orange County who adopt spedal needs children to <br /> prevent disruptions and to facilitate bonding between children) and family(ies). <br /> _ r <br />
