1990 PROGRAM SUMMARY 9 <br /> PROBLEM/CONCERN (continued) <br /> The Coordinated Agency Transportation (CAT) Program evolved <br /> out of these concerns with one primary service objective: <br /> To improve the coordinated <br /> ouc <br /> and es for human <br /> vailable <br /> vehicles, manpower, and resources <br /> transportation. <br /> SOLUTION (Describe the steps that were taken by the county/department to remedy the problem or to address the <br /> concern. Explain how the program's objectives were met) <br /> The first step was the formation of a County Steering <br /> Committee by the County Commissioners to prepare a County <br /> Transportation Development Plan (TDP) with technical <br /> assistance from the State Department of Transportation. The <br /> plan edsinadopted <br /> toycover County <br /> fiveCyearspernod� in 1983 and <br /> updated <br /> County Plan officially established the Orange County <br /> Coordinated Agency Transportation (C.A.T. ) Program which <br /> serves human service agencies' clients. Participating C.A.T. <br /> member agencies are the Orange County Department on Aging, <br /> Orange-Chatham domprehensive Health Services (OCCHS) , Joint <br /> Orange-Chatham Community Action (JOCCAI . <br /> Orange-Person- <br /> Chatham Mental Health Center, Orange Enterprises, Cedar Grove <br /> Day Care Center and Wake Opportunities-Headstart Program. <br /> The geographic service area is rural Orange County. Theraugh <br /> transportation service is provided week days, <br /> Friday) , by CAT agencies utilizing assigned lift equipped <br /> vans and minibuses on fixed routes with some demand response <br /> medicial trips. CAT tickets can be purchased by non-CAT <br /> agencies for their clients for identified fixed CAT routes <br /> on a seat available basis. Qualifying non-CAT agencies also <br /> have access to CAT vehicles on weekends and evening hours. <br /> In the approved TDP, the Orange County Department on Aging <br /> was assigned as the administrative manager and lead agency <br /> for the C.A.T. Program. The Dept. on Aging Director serves <br /> as the C.A.T. planner/coordinator with a Transportation <br /> Supervisor and Dispatcher/clerk responsible for daily . <br /> operations. The C.A.T. Program staff is specifically <br /> responsible for: (1 ) submittal of agency vehicle replacement <br /> applications, (2) assigning vehicles and maintaining a <br /> vehicle inventory replacement schedule, (3) arranging for <br /> reduced gas cost purchases and vehicle maintenance, (4) <br /> providing short-term CAT vehicle and driver leasing to <br /> qualifying non-CAT agencies such as the Recreation <br /> Department, Agricultural Extension Service and Department of <br /> Social Services and (5) coordinating CAT ticket purchases and <br /> reimbursements to CAT agencies providing ridesharing. <br /> In addition, a Hunan Services Transportation Advisory Board <br /> was established by the County Commissioners to assist the <br /> C.A.T staff, promote needed transportation services, and <br /> recommend policy with respect to a coordinated, cost <br /> effective approach to the delivery of transportation. 3 <br />
