1990 PROGRAM SUMMARY • - = - -- <br /> COUNTY ROLE(Describe the county support or input. Describe the specific resources-time,money,personnel- - <br /> that were used by the county to implement the program and how they were used) _ <br /> The system was designed by the County ' s Land Records Manager, and <br /> programmed by a County Systems Analyst/Programmer. About 24 hours <br /> were used in the design, programming , and testing of the system. <br /> About 3 hours were used in the surveying of users , and obtaining <br /> approval of the system by the County Manager and the Orange <br /> County Board of Commissioners . <br /> The dedication of two ports on the super-mini to the access system <br /> was estimated as a cost of $5 ,000; the cost of two modems was <br /> $800; and the cost of installing two telephone lines were $200. <br /> The Land Records Manager spends about lk hours a month taking in <br /> fee payments and generating bills , and the data processing staff <br /> spends about 1 hour a month dealing with user connection problems <br /> (ie . "Did I forget to disconnect from the system yesterday?") . <br /> COSTS (Describe in exact numbers the amount of money used to fund or operate the program. List all sources of <br /> funding) <br /> Sources of Funding : User subscription fees which were $200 for the <br /> users who signed up initially, and $300 for current new subscribers . <br /> Fees for time connected which average about $700 per month. <br /> Funding costs : $5 ,000 for two ports on the super-mini, $800 for <br /> two modems , and $200 for telephone connection fees . Telephone <br /> line costsare $60 per month for two lines . <br /> RESULTS (Describe the tangible results of the program:cost savings,service improvements,etc. Tell how the <br /> program benefited the county or community) <br /> The computer access service was begun on February 1 , 1988 with 13 <br /> subscribers . Within a month there were 21 subscribers . Today there <br /> are 35 users , including all of the major users of land records in <br /> the County. Users have immediate access to land information, which <br /> is updated constantly as transactions occur, and they do not have to <br /> drive the many miles they had to before to reach County offices and <br /> terminals . The County has hot had to buy additional computer terminals <br /> for users , and has saved badly needed space in the land offices . Users <br /> do not need to stand in line for a computer terminal when they do <br /> come to County land offices to transact their business . The County <br /> is receiving needed revenue to counter the need to raise property taxes <br /> each year. Plans are being made now to extend this service to the <br /> new computer mapping system (GIS) which is in the process of being <br /> implemented. 4 <br />
