Briefly <br /> describe the problem that was addressed,how it was addressed,the costs involved,and the results) <br /> NOTE This section must follow the following format: •200 words or less •75 characters or less per line <br /> •straight text:no bolded,underlined or italicized text 'submit the original(not photocopied)text <br /> Over the last 10 years Orange County centralized and <br /> integrated its land records data on a super-mini computer . <br /> The= data came from the various offices that deal with <br /> land, and made finding land information very easy for <br /> citizens or professionals who could travel to the County ' s <br /> land records building in Hillsborough. There they would sit <br /> down at a computer terminal and request information using a <br /> friendly menu system. This brought about , however, a continuing <br /> need for more computer terminals , and the space to put the <br /> terminals in, as more and more people sought to use the <br /> system at the same time . The County created and implemented <br /> a computer access capability for its largest users , so that <br /> with a PC in their office or home they could access the land <br /> records system on any day, at any time . The cost to the County <br /> was only for the modems on several telephone lines , and wassmore <br /> than paid back by subscription and use fees . This reduced the <br /> demand for additional terminals , saved office space for other <br /> uses , and brought revenue to the County. Since most of the users <br /> were located over 16 miles away from Hillsborough, the system <br /> saved them from long and multiple trips to obtain land information. <br /> PROBLEM/CONCERN (Describe the problem,need or concern in your county/department that prompted the <br /> development of the program. Describe the objectives of the program) <br /> While modernizing the County' s land records using automation and <br /> data integration brought efficiency and easy access : t6 -an _user <br /> needing land information, it also brought about a demand for <br /> additional - free - computer terminals at the land records offices , <br /> so that citizens , para-legals , attorneys , appraisers , and real <br /> estate agents would not have to spend a lot of time waiting in <br /> line to get their needed information. In addition, most of those <br /> needing land information worked in two municipalities located over <br /> 16 miles from the County buildings in another town. This meant that <br /> they had to make frequent and costly trips to the County offices to <br /> get needed information on land, a situation that did not make them <br /> happy about waiting to use a computer terminal when they arrived. <br /> The County, meanwhile , was very short on additional space for more <br /> computer terminals , and did'-not want-to keepfspending mddiiional <br /> money on terminals . The program objectives were to reduce demand <br /> for more public terminals , and to encourage the biggest users of <br /> the system to access the land records system from PC' s located in <br /> their home or office. In addition, there was an objective to have <br /> the solution pay for itself through user fees . <br /> 2 <br />
