• <br /> PROPOSED AMENDMENTS TO THE ORANGE COUNTY ZONING ORDINANCE <br /> TO IMPLEMENT THE UNIVERSITY LAKE WATERSHED PROTECTION STRATEGIES <br /> Listed below are proposed amendments to the Orange County Zoning <br /> Ordinance. If adopted, the amendments would implement the strategies <br /> for watershed protection identified in the Final Report - University <br /> Lake Watershed Study dated March, 1989, and the basic strategies <br /> identified in the proposed 13-point agreement prepared by the Joint <br /> Watershed Work Group and dated October, 1989. <br /> Two options are presented for consideration. Option #1 is based on the <br /> land use control strategy recommended by Camp, Dresser & McKee (CDM) , <br /> the consultants who prepared the University Lake Watershed, Study, and <br /> the Joint Watershed Work Group. The most basic provisions of Option #1 <br /> include a minimum lot size requirement of five (5) acres and a maximum <br /> density of one (1) unit per five (5) acres for any development. Rather <br /> than requiring a four percent (4%) impervious surface limitation as <br /> recommended by CDM, a more workable six percent (6%) ratio is proposed. <br /> Option #2 is based on the structural best management practice approach <br /> recommended by CDM. The provisions of O tion #2 are similar to Option <br /> #1 except that a minimum lot size of tw() and a maximum density of <br /> one (1) unit per two (2) acres is allowed. A twelve percent (12%) <br /> impervious surface limitation is proposed in lieu of the six percent <br /> (6%) limit recommended by CDM. <br /> Both Option #1 and Option #2 are being presented at a special Joint <br /> Planning public hearing on February 28, 1990. Upon completion of the <br /> public hearing, and following receipt of the Planning Board's <br /> recommendation, the Board of Commissioners may adopt Option #1, Option <br /> #2 or some combination of the two. <br /> A. Amend Article 4 . 2 .27 Protected Watershed II (PW-II ) District by <br /> rewriting subsection b) 1 . to read as follows : <br /> 1 . This district will be applied to the zoned portions of Cane <br /> Creek and the Upper Eno watersheds as designated on the <br /> adopted Comprehensive Plan. <br /> [The proposed amendment does not apply the provisions of the PW-II <br /> district to any additional watershed areas. Rather, it deletes an <br /> existing reference to "University Lake" watershed, thus removing <br /> University Lake from the requirements of the PW-II district. ] <br /> B. Amend Article 4.2 . 28 Water Quality Critical Area ,(WQCA) District <br /> by rewriting subsection b) 1 . to read as follows : <br /> 1.
