IV. STATISTICAL RECORDS AND REPORTS <br /> Over the past 17 years HAI has refined MIS procedures to track <br /> the key variables that prove the existence of a vigorous EAP and <br /> monitor the effectiveness of cost containment strategies. We <br /> will work with Orange County' s personnel director to produce the <br /> preferred management reports. Comprehensive reports can be <br /> provided quarterly or semi-annually at Orange County' s <br /> preference. A sample report is included in the appendix. <br /> V. MANAGED MENTAL HEALTH CARE PROGRAM <br /> The EAP as currently designed does assume responsibility for <br /> assisting clients in selecting high quality and cost effective <br /> services. For a more comprehensive approach to health care cost <br /> containment HAI recommends Orange County consider using the EAP <br /> as an in-person gatekeeper for mental health and chemical <br /> dependency benefits under our Managed Care Program. Differential <br /> coverage can be built into Orange County' s benefit plan design to <br /> intent employees to utilize a managed system of care. <br /> HAI offers Orange County the capability for a smooth transition <br /> to either a complete Managed Care Program or a specific <br /> combination of the program's five components to target identified <br /> problem areas. The components, along with the key measure of <br /> cost containment are: <br /> COMPONENT KEY MEASURE <br /> A. EAP as Gatekeeper Admissions <br /> B. Pre-certification Admissions <br /> C. Preferred Provider Networks Provider Charges <br /> Provider Cooperation <br /> D. Case Management Length of Stay <br /> E.
