STATEMENT OF PURPOSE <br /> 1 <br /> Human Affairs International (HAI ) will provide an Employee <br /> Assistance Program (EAP) to Orange County employees, dependents, <br /> and retirees at all U. S . locations. The primary purposes of <br /> the EAP are 1 ) to enhance existing health and safety programs to <br /> Orange County employees, 2 ) to strengthen Orange County's <br /> compliance with the Drug Free Workplace Act of 1988 and 3) to <br /> position Orange County for more vigorous management of health <br /> care costs as we move into the 1990s. <br /> II . COVERAGE FOR EMPLOYEES <br /> HAI will serve employees through face to face counseling in <br /> offices in Chapel Hill , Durham, and Raleigh. Employees will make <br /> appointments to be seen at HAI offices by calling a local number <br /> from the location most convenient to them. HAI services will <br /> include the following: <br /> * 24 hour a day emergency service <br /> * face to face assessment and counseling (( -3 SC55LC(n5) <br /> * referral to community resources as needed <br /> * coverage for any personal problem <br /> * follow-up on all cases <br /> III . SPECIAL PROGRAMS <br /> HAI offers unique services to support the EAP. Included are <br /> seminars, trainings and programs for the following: <br /> * Drug Free Workplace Act of 1988 <br /> To insure Orange County's compliance with the Drug Free <br /> Workplace Act of 1988, HAI has complete programs to meet all <br /> requirements of the Act, including extensive supervisory and <br /> senior management trainings. <br /> * Post-Shoot Program <br /> This option for the Sheriff 's Department provides a <br /> procedure for the de-briefing of individual deputies and their <br /> family members during the administrative period following the use <br /> of deadly force on the job. If modeled after the Town of Chapel <br /> Hill ' s program, expect 3 mandatory counseling sessions minimum <br /> and a maximum electable of 9 sessions. <br />
