2 <br /> - The property to the west has been developed <br /> (Meadowcrest Estates) and its existing road system <br /> provides access to Orange Grove Road. It is not <br /> likely that the proposed road would ever be <br /> extended to serve additional lots . <br /> The Planning Board recommended approval of the partial <br /> width right-of-way on January 16, 1990 but indicated <br /> that administrative approval of a flag lot may have <br /> been preferable in this situation. <br /> Staff discussed the possibility of a flag lot with the <br /> applicant. Although Lot 2 (with existing mobile home) <br /> has frontage on Orange Grove Road, access onto <br /> Nightmare Lane is preferable to the applicant as well <br /> as to staff. Also, the driveway of the lot to the <br /> north is near its southern boundary, and additional <br /> access points would create several driveways in close <br /> proximity. For these reasons, staff finds that <br /> approval of a partial width right-of-way is preferable <br /> to a flag lot. <br /> RECOMMENDATION: The Administration recommends approval of a partial <br /> width right-of-way of 25 feet for Nightmare Lane. <br /> • <br />
