An <br /> erosion control plan must be submitted and <br /> approved before construction of the road <br /> begins. <br /> Carrboro recommends that all septic and well <br /> areas be field located on each lot and shown <br /> on plans. The Health Department has located <br /> septic areas on each lot. Well areas will be <br /> located at the house construction stage of <br /> development. They also recommend that lots, <br /> 7, 8, and 9 receive access from the road in <br /> Laurel Springs subdivision. This has been <br /> added as a condition on the Resolution of <br /> Approval. <br /> Mary Anne Black with the Recreation and Parks <br /> Department has indicated that the area to be <br /> deeded as public open space/recreation meets <br /> or exceeds the acreage required. <br /> The County Attorney has indicated that Lot 10 <br /> does not comply with the interim development <br /> standards which requires all lots in a <br /> subdivision of greater than 5 lots be at <br /> least 5 acres in size. <br /> The Planning Staff recommends that the <br /> Preliminary Plan for the Durham Estates be <br /> approved through the attached Resolution of <br /> Approval (page of these minutes) . <br /> Jacobs asked questions regarding the concerns <br /> expressed by the Town of Carrboro Staff. <br /> Kirk responded that the erosion control <br /> concerns have been addressed. The concern <br /> regarding slopes has been alleviated by the <br /> change from three houses in that area to just <br /> one. <br /> In response to a question from Best regarding <br /> the concept plan which was approved in <br /> October, Kirk noted that the plan with fewer <br /> houses is the one which was approved. <br /> Best expressed concern that the Staff <br /> recommendation did not include the wording <br /> regarding averaging. Kirk noted that would <br /> be added to the recommendation as made by the <br /> Planning Board. <br /> MOTION: Best moved approval with the recommendation <br /> stating that the Resolution of Approval <br /> indicate "after the Board of Commissioners <br />
