^ ' i <br /> 14 <br /> PROPOSED ORDINANCE AMENDMENT <br /> ORDINANCE: Orange County Zoning Ordinance <br /> REFERENCE: Article 7 . 14.4 Density Bonus for Affordable <br /> Housing (NEW) <br /> PUBLIC HEARING DATE: February 26, 1990 <br /> DESCRIPTION OF AMENDMENT <br /> To add Article <br /> allow a <br /> rtuniitiesffor Planned <br /> lowor <br /> Developments P <br /> moderate income households . <br /> ORIGIN AND HISTORY: <br /> The Report of the Low-Moderate Income Housing Task Force, <br /> completed September, 1987, included a recommendation to amend <br /> the Zoning Ordinance to increase incentives for new <br /> construction of low- and moderate-income housing. The <br /> proposed density bonus represents one tool which may be used <br /> to achieve that goal. <br /> This amendment was first introduced at the public hearing on <br /> August 28, 1989 . A revision to exclude applicability in <br /> Watersupply Watersheds was presented at the public hearing. <br /> on November 27 . No portion of the amendment has been adopted <br /> to date. The attached proposals includes the revisions <br /> (underlined) to the original proposal presented at the August <br /> hearing. <br /> - Most of the changes resulted from further discussion with <br /> the Orange County Department of Housing and Community <br /> Development (HCD) . Changes were made to distinguish <br /> between ownership and rental of units, and to include <br /> general provisions to be included in the agreement that <br /> guarantees occupancy by qualifying households. <br /> Added to the original proposal is a restriction on <br /> applicability in Water Supply Watersheds. A density bonus <br /> would not be approved if the project were located in a <br /> Water Supply Watershed (as designated in the Comprehensive <br /> Plan) , unless that area were also designated as Transition <br /> Area. This portion of the amendment was presented <br /> separately for public hearing on November 27 . <br /> r <br />
