3-7 <br /> 5. Establish design standards which assure <br /> compliance (maximum permitted driveway <br /> length) ; <br /> 6. Increase the minimum required lot size <br /> requirement; and <br /> 7 . Require compliance with a four percent <br /> impervious surface ratio and a density <br /> standard of one unit per five acres but <br /> permit a minimum lot size of two acres . <br /> Eidenier asked if there are many developers <br /> seeking subdivisions or buildings which would not <br /> be in compliance. Collins responded that the W.T <br /> Durham Estates Subdivision is the only one which <br /> could be developed if the interim standards were <br /> adopted. <br /> Jacobs asked if the Board could approve <br /> "averaging" as an interim standard and present <br /> the others at the February public hearing. <br /> Collins responded that this is an option. <br /> Collins noted that the minimum lot size permitted <br /> under "averaging" should be one acre because that <br /> was the limit proposed for clustering. <br /> Best noted that "averaging" would still place the <br /> small developer at a disadvantage. Collins <br /> agreed. Best continued, asking what is to be <br /> done to help the small developer. Collins <br /> responded that either option could be used to <br /> allow for the division of existing lots of <br /> record. A maximum of five two-acre lots would be <br /> permitted by subsection (c) and any division from <br /> the same parcel above that number must average at <br /> least one unit per five acres. <br /> MOTION: Eddleman moved approval with lot size averaging <br /> and with maximum of five two-acre lots permitted. <br /> Seconded by Best. <br /> Discussion continued on lot size averaging and <br /> the changes that should be made in the text of <br /> the proposed revisions. It was noted that the <br /> motion as made had no reference to impervious <br /> surface. <br /> The motion was withdrawn by the first and second. <br /> MOTION: Best moved to amend Section 3(a) to say that <br /> there will be five-acre averaging permitted, with <br /> a minimum lot size of two acres and with, a <br /> maximum of five two-acre lots permitted in a <br /> subdivision.
