6 <br /> to the adequacy of the draft study for two major reasons . <br /> First , , <br /> the Draft EIS was not properly or legally circulated to interested <br /> citizens which is a violation of Federal Regulation 1502. 19 ( c) . <br /> That regulation requires free and wide access to the environmental <br /> ed <br /> y for everyone,o one who wants to participate in the legally requr <br /> ra <br /> and very important public input process. By printing only 280 <br /> copies for a metropolitan area the size of Raleigh and by charging <br /> citizens $ 20 for what should be a free public document your <br /> department has illegally restricted access to the Draft EIS and <br /> has violated both NEPA and SEPA. Second , the Draft EIS fails to <br /> adequately consider mass transit as the single mot attractive <br /> alternative . Section 2 .2 .2 .2 attempts to very quickly <br /> light rail as an alternative and obviously does not meet the <br /> requirements of Federal Regulation 1502 .14 . request <br /> Because of these serious legal deficiencies , we re uest . <br /> that the Draft EIS be reprepared to include a complete , <br /> objective and substantial treatment of our enclosed proposal <br /> for the Iriangle Express as a viable and attractive alternative <br /> to the environmentally damaging outer loop highways in our water- <br /> sheds . And , we request that the new Draft EIS be widely and freely <br /> distributed to everyone on your mailing list for the project and <br /> everyone who requests a copy . Of course we would also expect that <br /> the environmental studies on the north Durham loop would also <br /> include complete information and , a fair comparison of mass transit <br /> as an alternative when the studies are prepared in the future . <br /> We believe that as we enter the 1990s , mass transit is an <br /> f <br /> idea whose time has come for the Triangle area. Instead o000 ,000 on <br /> polluting our drinking water supplies and spending $ <br /> new super highways in our ecologically sensitive watersheds , why <br /> not build a modern , state of the art , mass transit system <br /> would link all of the Triangle area and keep our drinking water <br /> and our air clean ? <br /> Will you please direct your staff to reprepare the Draft <br /> . EIS to include the Triangle Express as an alternative and to <br /> widely and freely distribute the study when it is completed ? <br /> Hay we hear from you on this important matter ? <br /> Thank you for your cooperation.
