BACKGROUND: On January 9, 1990, the Planning Board invited Jim Clark of "Save the Water" to present his "Triangle Express" , a proposed regional light rail system designed to serve the Triangle and mitigate the need for the DOT-programmed Raleigh and Durham Outer Loops . As a part of the presentation, a resolution previously adopted by the Triangle J Council of Governments was included for the Planning Board' s consideration. The resolution asked that the N.C. Secretary of Transportation consider the proposed light rail system a reasonable alternative to be studied and evaluated as part of the Environmental Impact Statement for the Raleigh and Durham Outer Loops . To date, NCDOT has not officially considered the proposal. The resolution does not call for the implementation of the proposal, only that it be studied as a reasonable alternative. It further calls for evaluation by regional authorities and the Governor's Task Force. On January 16, 1990, the Planning Board adopted the resolution, and asked that the resolution be forwarded to the County Commissioners for consideration. An identical resolution is currently under consideration by the governing boards of the Towns of Chapel Hill and Carrboro. RECOMMENDATION: The Administration recommends adoption of the resolution.
