He noted that some elements of the <br /> Rural Character Study were for clustering <br /> and the extension of water and sewer and <br /> those questions should be answered prior to <br /> making a recommendation on this amendment. <br /> Yuhasz asked about Chapel Hill 's comments <br /> regarding extensions into the Rural Buffer <br /> contained in the Water and Sewer Policy. <br /> Collins responded that Chapel Hill did <br /> indeed have concerns about the extensions, <br /> but, they, as well as Orange County, were <br /> under the impression that there were <br /> provisions in the Joint Planning Agreement <br /> or the Appendix which addressed their <br /> concerns . <br /> MOTION: Jacobs moved to defer consideration until <br /> such time as the Planning Board feels it is <br /> appropriate. Seconded by Best. <br /> Yuhasz suggested that the motion be amended <br /> to read that it be deferred until such time <br /> as there is a coherent recommendation from <br /> Chapel Hill and Carrboro and the completion <br /> of the Rural Character Study. <br /> VOTE: Unanimous . <br /> AGENDA ITEM #10 : MATTERS SCHEDULED FOR PUBLIC HEARING ( 11/27/89 ) <br /> There was no discussion of these items . <br /> AGENDA ITEM #11 : PLANNING BOARD ITEMS <br /> b. TAC Action Plan <br /> Presentation by Gene Bell. <br /> Bell gave a brief history of the Township <br /> Advisory Councils and their meeting <br /> schedules . He noted that the Bingham TAC <br /> is the most active. <br /> A copy of the agenda abstract and a memo <br /> dated November 16, 1989 on the TAC Action <br /> Plan are attachments to these minutes on <br /> pages <br /> The Board approved the TAC Action Plan by <br /> consensus . <br /> c.
