Crudup <br /> responded that she felt there would be <br /> alternatives for the applicant if an owner was <br /> not willing to sign the addendum. <br /> Waddell asked if Best would accept an amendment <br /> to his motion stating that the road be upgraded <br /> to Class A standards . Best responded no.
