ORANGE COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 13, 2006 <br />Action AgenS a . <br />Item No. ~_ <br />SUBJECT: Contract Approval with Summit Engineering for Topographic Survey for New <br />Hope Park at Blackwood Farm <br />DEPARTMENT: Environment and Resource PUBLIC HEARING: (Y/N) No <br />Conservation, Purchasing <br />ATTACHMENT(S): <br />Survey Proposal <br />INFORMATION CONTACT: <br />Dave Stancil, 245-2590 <br />Pam .!ones, 245-2652 <br />PURPOSE: To award a contract for professional services associated with a topographic <br />survey of the property planned far the New Hope Park at Blackwood Farm to Summit <br />Engineering of Hillsborough. <br />BACKGROUND: On May 16, 2006, the Board approved appointments to form the New <br />Hope at Blackwood Master Planning Committee. The Committee charge will be to develop a <br />Master Plan for the New Hope at Blackwood Park. In order to design the park infrastructure <br />and facilities, the County needs the property surveyed to provide the topographic mapping <br />(contours) and location data (structures, streams, specimen trees). <br />Orange County solicited proposals from 8 local surveyors and received 2 responses, from <br />Summit Consulting Engineers of Hillsborough and Landmark Surveying of Graham, <br />Selection criteria included, but were not limited to, the quality of the proposal, technical <br />capabilities, and previous experience in performing survey work for the County. As per state <br />law, selection of firms far surveys are based on qualifications, from which a price for services <br />is then negotiated. <br />The selection committee chase Summit Consulting Engineers of Hillsborough based on the <br />responses received. The negotiated price of the survey will not exceed $45,000. County <br />policy requires Board approval for expenditures with licensed professionals, specifically <br />architects, engineers and surveyors. <br />FINANCIAL IMPACT: The projected cost of the survey as negotiated would not exceed <br />$45,000. Funding for this work has been included in the CIP and would be available on July <br />1. No costs would be incurred before that date. <br />RECOMMENDATION(S): The Manager recommends that the Board authorize ERCD to <br />work with the Purchasing Director in executing a contract with Summit Engineers for the <br />topographic survey of the New Hope Park at Blackwood Farm Park property. <br />
