z <br />in person interviews with Dr. Miller and inspected the North Churton Street Animal Hospital, the <br />site for the proposed surgeries. On this basis, as well as reference checks and information <br />received from the North Carolina Veterinary Board regarding Dr. Miller's professional standing, <br />staff recommends that the Board authorize the attached contract with Dr. Miller. <br />Authorization of this contract with Dr. Miller is expected to enable Orange County's Animal <br />Shelter to sustain the sterilization capacity that is critical to the adoption of sterilized animals <br />that do not contribute to the problem of pet overpopulation. More specifically, Dr. Miller's <br />services will essentially replace the capacity that has been lost as a result of the departure of <br />other veterinarians who have in the past provided such service to the County and its Animal <br />Shelter. <br />FINANCIAL IMPACT: Dr. Miller will be compensated on an actual "fee for service" basis at the <br />flat rate of $60 per sterilization surgery. The Manager's recommended budget for FY 2006-07 <br />includes sufficient cost and revenue projections to cover authorization of this contract. <br />RECOMMENDATION(S): The Manager recommends that the Board authorizes the Chair to <br />sign the contract with Dr. ,lames Miller, DVM, DBA North Churton Street Animal Hospital, <br />pending final review by staff and the County Attorney. <br />
