z
in person interviews with Dr. Miller and inspected the North Churton Street Animal Hospital, the
site for the proposed surgeries. On this basis, as well as reference checks and information
received from the North Carolina Veterinary Board regarding Dr. Miller's professional standing,
staff recommends that the Board authorize the attached contract with Dr. Miller.
Authorization of this contract with Dr. Miller is expected to enable Orange County's Animal
Shelter to sustain the sterilization capacity that is critical to the adoption of sterilized animals
that do not contribute to the problem of pet overpopulation. More specifically, Dr. Miller's
services will essentially replace the capacity that has been lost as a result of the departure of
other veterinarians who have in the past provided such service to the County and its Animal
Shelter.
FINANCIAL IMPACT: Dr. Miller will be compensated on an actual "fee for service" basis at the
flat rate of $60 per sterilization surgery. The Manager's recommended budget for FY 2006-07
includes sufficient cost and revenue projections to cover authorization of this contract.
RECOMMENDATION(S): The Manager recommends that the Board authorizes the Chair to
sign the contract with Dr. ,lames Miller, DVM, DBA North Churton Street Animal Hospital,
pending final review by staff and the County Attorney.
